PURPOSE AND MEASURES
The purpose of the Slovenian Agri-Environmental Programme (SAEP) measures is to promote the agricultural production that corresponds to the needs of consumers, protects human health, ensures sustainable use of natural resources, contributes to the reduction of negative effects of agriculture on the environment. Agri-environmental measures enable the maintenance of natural conditions, biodiversity, soil fertility and traditional landscapes and conservation of protected areas.
Agri-environmental measures (SAEP) are implemented in the following three groups:
Group 1: reduction of negative effects of agriculture on the environment
- Reduction of erosion in fruit- and wine-growing
- Maintenance of crop rotation
- Greening of fields
- Integrated fruit growing
- Integrated wine-growing
- Integrated horticulture
- Integrated agriculture
- Organic agriculture
Group 2: maintenance of natural conditions, biodiversity, soil fertility and traditional landscapes
- Mountain pasture
- Mowing of steep pastures
- Mowing of bumpy meadows
- Meadow orchards
- Breeding of indigenous and traditional breeds of farm animals
- Production of indigenous and traditional varieties of crops
- Sustainable breeding of farm animals
- Maintenance of extensive grassland
Group 3 - conservation of protected areas
- Maintenance of cultivated and populated landscape on protected areas
- Restructuring of farm animals breeding in the central area of large carnivores habitat
- Maintenance of habitats of endangered bird species
- Soil coverage in water protection zones
- Permanent green cover and set aside
Of particular importance is the education of farmers, public administration servants and public institutes, and the promotion of measures and products for the general public (providing public information on agri-environmental measures and on the quality of sustainably produced agricultural products and foodstuffs).
BENEFICIARIES
Heads of agricultural holdings are eligible for payments within the environmental measures if they meet the criteria set out in legal bases and if they lodge a collective application within the prescribed time period.
Beneficiaries are obliged to continue the implementation of the same SAEP measures on the same locations and in the area extent that equals the extent of areas included in an individual SAEP measure in 2006 until the end of their 5-year commitments in the years 2007-2010.
HOW TO OBTAIN PAYMENTS
The time periods and detail procedure for lodging applications and claims for individual environmental payments are set out in the legal bases in force for the period 2007-2010.
Heads of agricultural holdings who lodged a multiple application previous year, receive pre-printed forms of a collective application and instructions for their completion at their home address. Those who are lodging multiple applications for the first time can get advice from the Agricultural Advisory Service’s.
Multiple applications must be sent within the time period set out in the decree by registered mail or lodged personally to the AAMRD address. A copy of the lodged applications, claims, enclosures and proofs must be stored on agricultural holdings in accordance with regulations (the entire period of the duration of a SAEP commitment and further 4 years from the last receipt of the SAEP payments).
