PURPOSE OF THE MEASURE
Milk quota system was established by the European Union in 1984 as a measure of limiting the production of milk to reduce the imbalance between the offer and demand in the market of milk and milk products and structural surpluses invoked. In 2003 a reform of the EU Common Agricultural Policy was adopted that foresees the preservation of the milk quota system at least until 2015. In compliance with the Accession Treaty, Slovenia had to introduce the milk quota system in quota year 2005/2006.
NEGOTIATED QUANTITIES IN THE AREA OF MILK QUOTAS
In negotiation with the EU, Slovenia reached an agreement for quota in the amount of 560.424 tonnes; 467.063 tonnes thereof for the milk delivery, and 93.361 tonnes thereof for direct milk sale, and an additional quota in the amount of 16.214 tonnes in 2006, which amounts to 576.638 tonnes of »common quota« with a national reference fat of 41,30 grams per kilogram of milk. Quota is allocated among the milk producers individually for delivery and individually for a direct sale within the negotiated quotas considering part of a quota transferred to the national quota for solving certain cases, such as mistakes in allocation, already initiated investment in milk production etc.

In quota year 2004/2005, the AAMRD allocated in total:
- 454.845.599 kg of delivery quota
- 69.461.753 kg of direct sale quota
Conversion was performed in the following amount:
- 49.290.937 kg of direct sale quota to delivery quota
- 610.625 kg of delivery quota to direct sale quota
National reserve has been established in the following amount:
- 12.217.401 kg of delivery quota
- 23.899.247 kg of direct sale quota
