The purpose of the Control Service as an independent internal organisational unit is to evaluate the facts that form the basis for the payments to beneficiaries, e.g. the quality and characteristics of products, animals, land, transformation into another product, delivery dates and other technical checks. The checks are ensured by established control systems and the system of physical control (i.e. on-the-spot control). An important task of the Service is to monitor all control systems in place.

 

TASKS AND OPERATION

 

The basic task of the Control Service is the implementation and coordination of on-the-spot controls in the following fields of agricultural policy:

  • Direct area and animal payments (EKO 0);
  • Rural development (compensatory payments for less favoured areas for agricultural activity, agri-environmental measures, early retirement, implementation of EU standards);
  • Rural development structural measures (measures of the Single Programming Document RS 2004-2006, SAPARD);
  • Intervention and specific measures – vegetal part;
  • Intervention and specific measures – animal part;
  • Mil quotas;
  • Providing information on and promotion of agricultural products;
  • Reporting on irregularities relating to the CAP financing in accordance with Council Regulation (EEC) No. 595/1991

The facts are checked during on-the-spot control. A part or the entire carrying out of on-the-spot controls may be delegated to other institutions. On-the-spot controls are performed prior, during and after the completed procedure of a CAP measure implementation in accordance with national and EU regulations.

 

Furthermore, the Control Service carries out the following tasks:

  • Drawing-up of manuals, instructions and control sheets for controllers and other institutions that have been delegated the function of the performance of on-the-spot controls;
  • Coordination and monitoring of the work of controllers and institutions that have been delegated the function of the performance of on-the-spot controls;
  • Performance of on-the-spot controls following a special authorization of the Director-General;
  • Preparation and implementation of risk analyses in cooperation with individual sections and services;
  • Preparation of reports and analyses on performed on-the-spot controls;
  • Cooperation with national and foreign bodies in the Service’s field of work.

The Control Service also performs ex-post controls of controllers and other institutions that have been delegated the function of the performance of on-the-spot controls. An employee performing an ex-post control cannot be the same employee who performed the primary on-the-spot control.
